BY-LAWS OF THE FACTIO VENETA
A Collegium of the Roman Republic Cultural Group
The purpose of this collegium is to establish a group for those interested in the history, study, research, reenactment, or actual/virtual participation in ludi or other public events as members of the reconstructed Factio Veneta, or Roman Blues racing/gladiatorial faction.
A. 1st Officer in the Factio - Factio is led by a Dominus factionis, who shall serve as President of the Factio and shall be elected for a term of one (1) year. Elections will take place in Martius (March) of each year to elect a successor. Dominus factionis must be a registered citizen of the Roman Republic Cultural Group. There are no term limits.
B. 2nd Officer of the Factio – The Praefectus factionis shall serve as the First Vice-President of the Factio, is appointed by and serves at the will of the Dominus factionis. (S)He will be responsible for coordinating activities of the Factio relating to chariot racing and racing-related activities/ludi circensis of the Factio, both actual and virtual. Appointee must be a registered citizen of the Roman Republic Cultural Group.
C. 3rd Officer of the Factio – The Lanista shall serve as the Second Vice-President of the Factio, is appointed by and serves at the will of the Dominus factionis. (S)He will be responsible for coordinating activities of the Factio as relating to gladitorial and gladitorial-related activities of the Factio, both actual and virtual. Appointee must be a registered citizen of the Roman Republic Cultural Group.
D. Scriba factionis – The Dominus factionis may appoint a scribe to handle the administrative and financial tasks of the Factio, to serve at the will of the Dominus factionis. Appointee must be a registered citizen of the Roman Republic Cultural Group and be at least 21 years of age.
E. Dominus factionis emeritus – The group’s Founder, L Vitellius Triarius, shall hold the position of Dominus factionis emeritus for life, and shall maintain ownership of the news group, as the original email address establishing the news group is now defunct and no ownership changes may be made.
A. The Voting Membership in the Factio Veneta shall be constituted by one becoming a member of, and maintaining a current membership with, the Factio’s news group mailing list, located at:
B. Each member shall be entitled to one (1) vote. In the case of a tie vote, the sitting Dominus factionis shall be allowed to cast a second vote to break the tie.
C. Voting may be done in any matter that is fair and equal to the membership, and that is chosen by the sitting Dominus factionis.
D. Electronic voting may be conducted online as long as the voting period lasts at least seven (7) days, so that all members can vote. This may be by electronic polling, by message response, or by other means.
IV. GOOD STANDING REQUIREMENT
A. Members of the Factio must remain in good standing with the Factio. A member may be removed from the Factio Membership by:
(1) Engaging in actions that would cause the member to be banned from posting to the Factio news group.
(2) Resigning membership in the group.
(3) Becoming a bouncing member of the Factio’s news group, due to inability to contact the member.
V. CONFLICT RESOLUTION PROCESSES
A. All Factio Members should attempt to work issues out between themselves first.
B. If members in conflict cannot reach an agreement between themselves, then they may ask a member, multiple members or the entire group to mediate their issues.
C. If no agreement can be reached through the mediation process, then the matter shall be brought before the Dominus factonis, who shall act as Arbitrator. The decision of the Arbitrator is final.
VI. GROUP DENARII TRANSFERS
A. The Factio may authorize group denarii transfers by majority vote of the voting membership, subject to the approval of the Dominus factionis.
VII. FORMATION AND DISSOLUTION
A. The Factio Veneta is hereby formed as a Collegium of the Roman Republic Cultural Group.
B. The Factio may be dissolved by unanimous vote of the members.
C. In the event the Factio is dissolved, any denarii left in the group account must be distributed to the Senate of the Roman Republic Cultural Group or another RRCG collegium as determined by a majority vote of the voting members.
VII. GROUP MEETINGS
A. The Factio may hold group meetings, either in person or electronically, as needed or required.
B. Any member in good standing may call or attend a group meeting.
C. Members must be notified of all meetings at least three (3) days prior to said meeting on the Factio’s news group.
D. Minutes of meetings shall not be required to be kept if the meeting occurs via the news group, which will serve as the historical record of the Factio. In the event a macronational face-to-face or online/telephone conference is held, minutes may be kept and posted to the news group. The decision to record minutes of any meeting held other than on the news group is at the sole discretion and decision of the sitting Dominus factionis.
A. These By-Laws may be amended by three-quarters vote of the Factio with the exception of Section I.E., which is non-amendable.
B. Thirty (30) days notice must be given to all voting members prior to the called meeting to discuss the By-Laws. A voting period shall follow immediately after the discussion meeting, following the aforementioned 7-day voting period format.
