The phrase 'determine spoiled ballots' might better be rendered as 'determine which ballots are invalid / spoiled.' The rest seems reasonably good, although I would prefer to have the headings (in both Latin and English) noted with capital Roman numerals, and the main subordinate points with capital letters, then with Arabic numerals for subtopics, etc. That is normal outline format.
