Bylaws: Collegium Militare

I. The Collegium Militare (henceforth to be referred to as the Collegium), has the following purposes:

  • The study and practice of living history and the legacy of the ancient Roman military as it existed from the founding of Rome until the end of the western Roman Empire.
  • The study and practice of the living history of Roman civilians and reenactment activities pertaining to Roman history.
  • The general study of Roman military history.
  • The logo of the Collegium shall be:

II. The administration of the Collegium is through a board of directors known as the Concilium Legatorum. The Concilium Legatorum shall consist of between two or five directors (legati) who must be citizens of the Roman Republic who have tax status of class V, IV, III, II, or I.

  • Each legati shall hold a term of one year
  • Each legati is elected by the members of the Collegium in a one-vote per-member basis.
  • The total number of legati elected is dependent on the number of volunteers.
  • If there are less than two volunteers to serve as legati the Consuls and Praetors of the Roman Republic shall serve as temporary legati.
  • Current Consuls and Praetors of the Roman Republic are honorary, non-voting chairs of the Concilium Legatorum.
  • All tribunus militum members are voting members of the Concilium Legatorum with a vote weighted at 1/2 that of the Legati.
  • The quorum for meetings of the Concilium Magistrorum is 50% of the voting legati.
  • Each legati shall have administrative privileges over any online platform belonging to the Collegium.
  • Any ties during a vote of the Concilium Legatorum shall be broken by the Consul Maior. If the Consul Maior is not present after 3 days of attempted contact then the Consul Minor may break the vote. If neither Consul is present after 1 week of attempted contact then the legatus with the lowest citizen ID at the meeting may break the tie.

III. All members of the Collegium are to be citizens of the Roman Republic and membership is freely open to any citizen.

  • The Concilium Legatorum may hold a majority vote to expel any member

IV. If the Collegium holds any denarii and is dissolved all denarii are to be donated to the Senate of the Roman Republic.

V. Disputes within the Collegium between members are to be first mediated through the Concilium Legatorum. Any final decision made may be appealed to the Senate which will determine the final ruling on the mater.

VI. These bylaws may be amended by a majority vote of the members of the Collegium.

VII. When these bylaws conflict the operating procedures (lex) or bylaws of the Roman Republic, the policies of the Roman Republic shall take precedence.

VIII. The Concilium Legatorum may appoint or remove the following temporary (expiring in two years unless renewed) ranks to members of the Collegium:

  • Legatus – any member currently serving a one year term as a voting legati on the Concilium Legatorum
    • Expires at end of term
  • Tribunus Militum – any member who leads an active reenactment group / legion affiliated with the Roman Republic (maximum of one appointed per-group).
  • Centurio – For leading members of the Collegium in terms of participation in the Collegium and quality of work.
    • Usually should have previously held the rank of Optimo
    • Total number appointed must be less than 10% of total Collegium membership.
  • Optimo   Optio – For newly leading members of the Collegium in terms of participation in the Collegium and quality of work
    • Total number appointed must be less than 10% of total Collegium membership
  • Legionarius – All members of the Collegium obtain this rank automatically upon joining
    • Based on tax class or order in the Roman Republic any Legionarius may use the following sub-titles:
      • Class I or any member of the ordo Equester regardless of tax class: Eques 
      • Class II or any member of the ordo Patricius regardless of tax class: Triarius
      • Class III: Princeps
      • Class IV: Hastatus
      • Class V: Hastatus
      • Class VI: Veles

IX. Any reenactment group / legion that seeks affiliation with the Roman Republic is to be approved by at least 50% vote of the Concilium Legatorum and be approved by the Senate of the Roman Republic.
