At a difficult period of the Hannibalic War the Sibylline Books prescribed Games in honour of Apollo. These were held, and four years later in 208 BCE a plague persuaded the Romans to make them annual during their struggle against Hannibal. Two days were given to Circus Games, six days were given to stage productions.
The event was organized by the praetor urbanus. Traditionally two full-grown cows and two white she-goats were offered to Apollo. The people attending the festival wore garlands; matrons offered prayers and everyone feasted in the
forecourt of their own homes with open doors.
