Your duty was not to find excuses for not doing your duty, but finding solutions to whatever problem arises, while you were in office. What efforts have you undertaken to overcome the problems that you described in your reports? This is what we citizens want to know.
If our forefathers had shown your attitude, they would have been overrun by the Etruscans in the earliest days of the City.
Or do you think a consul or praetor in command of an army can just do nothing during a battle and then return to Rome telling the citizens excuses, why sub-optimal circumstances prevented him from going into battle?
As citizens we do not want to hear excuses and what went wrong. Tell us, what you solved, what efforts you made and what obstacles you overcame!
