Citizens of Provincia Mississippia Borealis Salvete!
I am Publius Sallustius Quadratus, a citizen of Provincia Mississippia Borealis. It is my great honor to inform my fellow citizens that I have been chosen by the Senate in their fourth session, to lead our province as Procurator (Governor) of Provincia Mississippia Borealis.
I would like to begin by thanking the Senators and fathers of the Res Publica for honoring me with the great task. I am committed to working hard to improve Provincia Mississippia Borealis in every way I can and to support the citizens of my province in any way possible.
To the citizens of Provincia Mississippia Borealis, I say welcome to the Roman Republic! Although I am one of the newer citizens of the RR, I am eager to work with everyone I can to strengthen and grow our spiritual nation, both online and offline as well.
I have some great ideas for ways to keep the citizens of our province involved and up to date on the goings on of the RR and for us to build a more local, provincial community as well. I invite everyone to either post here in this thread or send me a private message with any questions, concerns, ideas, grievances or simply whomever may wish to say hello!
As your governor I am committed to you, the citizens, first and foremost. Whatever you need from the Republic, you may ask of me first and I will do my best to provide for your needs, within what is reasonable according to my own abilities of course.
This thread is to be our Provincial Forum. Please post anything you want to post here in our thread first so that we as fellow provincials may work together to help one another first. If we cannot accomplish something without the help of one of the censors or magistrates of the Republic, then we may call on them to aid us, but my goal is to make Provincia Mississippia Borealis a self-sustaining province in terms of governance, community, law, religion and commercial activities.
This does not mean, of course, that we will not work with the other provinces; we are a republic after all! I look forward to cooperating with the provincial governors from other provinces as well as the Senate, censors and all magistrates throughout the Res Publica.
I only ask that in accordance with a sense of decorum, Senators, magistrates, and governors refrain from posting in this forum directly but instead contact me directly via private message for any concerns they may have regarding Provincia Mississippia Borealis or any of its citizens.
I ask this only in order to establish a precedent of maintaining the integrity of this province and the rights of the citizens of this province to manage our own forum. I understand, of course, that the limits to this management must fall under the general laws of the Roman Republic and that censors will at times see fit to strike certain comments from the records in our forum. I only ask that contributions to our forum from anyone not residing or assigned as a citizen of Provincia Mississippia Borealis be kept to a minimum, in order to give voice to our citizens first in our forum.
A few points, just to reiterate the guidelines of the forum:
-Official requests by magistrates of other provinces are requested to be kept at a minimum and directed privately to the Governor of Provincia Mississippia Borealis (Publius Sallustius Quadratus), first.
-The questions and comments of citizens not currently serving as magistrates, from anywhere in the Republic are always welcome, as are questions from currently serving as magistrates, regarding any of the citizens or projects of the province.
-Introductions, advertisements or invitations to participate in any joint, inter-provincial projects, polls, elections, or competitions should be cleared with the Governor of Provincia Mississippia Borealis before posting on the Provincial Forum.
-Commercial inquiries are always welcome on our forum regardless of their place of origin.
With that, it is my honor to welcome everyone once more to Provincia Mississippia Borealis. May the Gods and our ancestors bestow blessings on our dear province and its citizens. May they greatly increase our numbers, increase our knowledge, increase our devotion to the Gods, to Romanitas, to the Republic and to each other. May they increase our wealth and make us prosper and strengthen our province to become a leading province within the Republic and a center of Roman culture for the whole world.

I would encourage you to create a Provincial Collegium, for your province. And then from there you can request for a forum for use from the Aranearius. This would be the best route, as a singular forum would become lost in the fray of messages. Collegia always remain constant and in place however. And in regards to a provincial governor’s assembly, I am currently working on the bylaws for a collegium for governors. That will be coming in the days to follow.

To Curio – Thanks for the advice! I will apply to form a collegium. To whom do I make that application? As for the Governors’ Assembly, I look forward to participating in it once it has been officially formed.
To Brutus – Thanks for the support! I would like to form a collegium specifically for my province, as suggested by Consul Curio. How do I do that?
To Traianus – Civis Salve! You are most welcome here on our forum! I am very happy to see your message and to have received your private messages as well. We need all the help we can get at this point to get our province up and running so I am very much looking forward to cooperating with you.
On the matter of your status as "Capitis Absens," I have petitioned the Censores and received a reply from Censor P. Inius Brutus. As he has informed me, you must vote or pay tax in order to be reinstated as Optimo Iure. I understand that you had a registered email issue. I am located in the city of Chicago. I have been involved with RomanRepublic.org since early 2017. I have been Procurator of Provincia Mississippia Borealis since May of 2017.
I am working together with our citizen Tiberius Publicius Gracchus to establish Cultus Deorum Chicago, a Chicago based and centered group for Roman polytheists who wish to learn more about and practice the rites of Cultus Deorum Romanorum.

I have been admittedly somewhat inactive in the forum lately. I still try to check in from time to time. As the Saturnalia approaches and my thoughts turn more to the year ahead, I contemplate the future of Provincia Mississippia Borealis within the Roman Republic and my future here as well.
I have served as Procurator for over a year now and must admit that I have not been as successful as I had once hoped in promoting and organizing my province and its citizens. I have offered my services to all citizens of the province and have received some positive feedback from some citizens but its not always easy to reach everyone and not everyone wants to respond. That is understandable as the Res Publica Romana is still effectively in its infant stages as an organization. As our noble Roman community grows and we continue to add citizens to our registry, those citizens bring with them their own ideas and interpretations of what it is to be Roman today and how we can build the ideal Roman community in the modern world. I cherish the contributions of every citizen of the Res Publica Romana, as well as many of those who identify with Rome but who are not citizens of our republic, either because they are unfamiliar with us, have chosen not to join, or have decided to leave our company.
Some of the Romans I like best are those that I met online through Res Publica Romana. Sadly not all remain as citizens of the republic today. Despite the loss of some of those citizens of the republic with whom I always felt I shared the greatest affinity and agreement in the interpretation of modern traditional Romanism, I have remained as a citizen of this republic, in the interest of promoting the Roman culture that I love. I have paid not only my own taxes, but have also voluntarily paid the taxes of all the citizens of my province in order to ensure that they remain in good standing in the republic and that our province may be a leading province within the republic.
Naturally one of the greatest challenges we face as citizens of this republic and as citizens of Provincia Mississippia Borealis has been that of our small numbers and the great physical distances that separate us from one another. Although we may gather here online in the forum, we live far from one another and find it difficult to organize any face to face meetings between citizens.
I would like to see the planning of an international convention or of a delegation to one of the other international Roman cultural gatherings that take place. I believe a number of them take place in Europa. I would like to see more cooperation between different Roman communities and I am encouraged by the news of changes that have come to Nova Roma.
I am also encouraged by the news of the incorporation of Res Publica Romana in Sarmatia; a move that I too feel to be a step in the right direction both for Sarmatia and for each of the provinces of the republic. I would like to do the same in Provincia Mississippia Borealis.
I have for a long time neglected the task of writing by-laws for the province, although that neglect has been in part due to my desire to have more input from other citizens on this province and for our by-laws to be written and ratified in a democratic setting. It has been difficult for me to create the necessary environment for that kind of democratic participation and in general to garner sufficient interest in the province at all and therefor I have long since left off making much effort, I must admit.
For the coming year I am prepared to make another effort at rallying the citizens of this province and working to support them in their participation in the republic. I have not always found all magistrates to be as accommodating in the past to requests and petitions but as a result of that I rather gave up on using the magistrates and decided to simply settle matters myself as best I could with the censor or consul directly or if I met too much resistance from either of them to simply apologize to whatever citizen I was trying to help and give up my petitions entirely.
Finally, I must say it has somewhat troubled me for a long time the attitudes of some magistrates to take their honored positions too seriously in the way of privilege and hierarchy within this community. I frankly don’t see the need at all for a modern Roman community to maintain some of the more socially regressive traditions of the separation between Patricians and Plebeians, the presumption of entitlement to power and positions of power and honor by those who have made themselves Patricians or have been made so by purchase or the presumption of the entitlement to advancement in rank according to the cursus honorum simply as a matter of course. I favor a Roman community that maintains the honorific titles as formalities and some of the organizational structure but makes positions of power open to all by direct democracy with a principle of one vote per citizen. Some ancient Roman customs and traditions are simply not suited to the age in which we live. That’s my two cents!December 7, 2018 at 7:14 am #12860
